1. Acceptance of Terms

By accessing and using the Harborview Commons LLC website or engaging our property management services, you agree to be bound by these Terms and Conditions and all applicable laws and regulations of the State of Maryland and the City of Baltimore. If you do not agree with any of these terms, you are prohibited from using or accessing this site and our services.

2. Property Management Services

Harborview Commons LLC provides residential property management and rental services in Baltimore, Maryland. Our services include but are not limited to:

  • Tenant screening and placement
  • Property maintenance and repairs
  • Rent collection and financial reporting
  • Lease administration and enforcement
  • Property inspections and compliance monitoring

3. Rental Applications and Tenant Rights

All rental applications are subject to approval based on credit history, employment verification, and references. In compliance with Maryland Code Real Property § 8-208 and Baltimore City Housing Code, we:

  • Do not discriminate based on race, color, religion, sex, national origin, familial status, or disability
  • Provide reasonable accommodations for tenants with disabilities
  • Maintain properties in compliance with Maryland Warranty of Habitability laws
  • Follow Maryland security deposit regulations (maximum 2 months' rent)
  • Comply with Baltimore City rental licensing requirements

4. Security Deposits and Fees

In accordance with Maryland Code Real Property § 8-203:

  • Security deposits may not exceed two months' rent
  • Deposits must be held in an interest-bearing escrow account
  • Interest accrues at 3% per year (minimum) and is payable annually or upon lease termination
  • Deposits must be returned within 45 days of lease termination with itemized deductions
  • Failure to return deposits timely may result in treble damages

5. Maintenance and Repairs

Under Maryland Warranty of Habitability (Real Property § 8-211):

  • We maintain properties in safe and sanitary condition
  • Emergency repairs (heating, plumbing, electrical) are addressed within 24 hours
  • Non-emergency repairs are completed within reasonable time
  • Tenants must provide reasonable access for repairs and inspections
  • Lead paint disclosure is provided for properties built before 1978

6. Eviction Procedures

All evictions follow Maryland Code Real Property § 8-401 et seq. and Baltimore City procedures:

  • 30-day notice for month-to-month tenancies
  • Pay or quit notices as required by law
  • Court proceedings through Baltimore District Court
  • Right to redemption during proceedings
  • Compliance with CDC and local eviction moratoriums when applicable

7. Website Use and Liability

The materials on Harborview Commons LLC's website are provided on an 'as is' basis. We make no warranties, expressed or implied, and hereby disclaim all other warranties including, without limitation, implied warranties of merchantability, fitness for a particular purpose, or non-infringement of intellectual property.

In no event shall Harborview Commons LLC be liable for any damages arising out of the use or inability to use the materials on our website.
